Ratio Decidendi

The tribunal found that the tenant failed to comply with procedural requirements, including filing a valid reference and attending the hearing. The landlord's evidence of breach of tenancy, including conversion of common areas for unauthorized use and disturbance to other tenants, was uncontested. The tribunal held that the grounds for termination need not be limited to those listed in section 7(1) of cap 301, as the section allows for other reasonable grounds. The landlord's notice to terminate tenancy was therefore upheld. Costs were awarded to the landlord, as the applicant's conduct and lack of participation did not justify a departure from the general rule that costs follow the event.
