The applicant does not claim ownership nor has he shown any express authority to act on behalf of the landowners. The court held that the applicant's role as caretaker does not confer upon him a justiciable interest in the proceedings, and his joinder would not advance the cause of justice. The application for joinder was therefore dismissed.
