The Employment and Labour Relations Court (ELRC) has jurisdiction to enforce awards made by the Directorate of Occupational Safety and Health Services (DOSH) under the Work Injury Benefits Act (WIBA) where the employer has not objected to or appealed the award within the statutory period. The award, once unchallenged, becomes a civil debt arising from an employment relationship, and the ELRC's exclusive jurisdiction under Section 12 of its constitutive Act and Section 87 of the Employment Act extends to such enforcement.
