Personal service is the primary mode, and substituted service via Gazette and newspapers is only permissible where the petitioner demonstrates due diligence in attempting personal service. In this case, the process server made only one attempt at the respondent's rural home and declined to attempt service in Nairobi, citing insecurity, but did not demonstrate actual effort or obstacles encountered.
