The applicants failed to comply with the mandatory requirements of rules 75, 77, and 82 of the Court of Appeal Rules, which govern the filing and service of notices of appeal and the institution of appeals. The court found that even if the notice of appeal had been properly filed, the delay in seeking leave was inordinate and not satisfactorily explained.
