The Tribunal found that the 2nd Respondent made reasonable efforts to facilitate public participation, including inviting the Appellant to the public consultation forum and publishing notices in national newspapers. The law only required an EIA Project Report for telecommunication infrastructure, not a full EIA Study Report, and thus the more stringent public participation requirements did not apply. The Appellant's failure to attend the forum or respond to the published notices did not render the process invalid.
