The Senior Principal Magistrate erred in declining jurisdiction and in refusing to review the dismissal order, as the law at the time of filing permitted such claims to be heard by the courts. The invocation of incorrect procedural provisions did not prejudice the respondent, who was fully aware of the application and defended it on the merits.
