Legal Issues
- 1 Whether the applicant is entitled to release on community service orders after serving part of his sentence.
- 2 Whether the sentence reduction justifies further leniency.
Ratio Decidendi
The court found that the applicant had not demonstrated any legal or factual basis to warrant his release on community service orders. The reduction of the death sentence to 20 years' imprisonment had already been effected, and there was no provision in law or exceptional circumstance presented to justify further reduction or substitution of the sentence. The application was therefore dismissed for lack of merit.
