The Tribunal found that the exclusion of the applicant from the list of candidates for Chairperson Homabay County was not supported by any express rule in the FKF Electoral Code or the Sports Act. The mere fact that the applicant is chairperson of a county football association does not, in itself, bar him from contesting in the FKF elections. Section 46 of the Sports Act and Article 81 of the Constitution require openness and adherence to electoral principles, including freedom of association.
