The court held that the 1st Respondent cannot invoke Section 21(4) of the Act to avoid execution, as state corporations are independent legal entities and not automatically shielded from execution proceedings. The funds held by the Garnishee on behalf of the 1st Respondent are therefore available for attachment to satisfy the decree.
