In this case, the trial court record was destroyed pursuant to Gazette Notice No. 85 of 2018, making it impossible for the court to ascertain the basis for the 20-year sentence imposed on the applicant. Without access to the record, the court cannot properly exercise its revisionary powers or determine whether the sentence was excessive or based on improper considerations.
