The court held that while the applicant was entitled to judgment for the sum taxed by the Taxing Officer, the applicant was not entitled to interest from 10th August 2019 because it had not delivered a proper bill as required by Rule 7 of the Advocates Remuneration Order. The court found that a proforma invoice does not constitute a bill for the purposes of Rule 7, as it is merely a document provided in advance and does not create an obligation on the client to pay. The obligation to deliver a bill rests with the advocate, and only upon delivery of a proper bill does the right to claim interest arise.
