J U D G M E N T This appeal must fail for the sole reason that the same was filed out of time. This was 30 days after the ruling of the Tribunal instead of 15 days from the said decision. If this appeal is therefore incompetent I see no reason why I should delve into the merits as this would be a futile exercise. Accordingly, this appeal is hereby dismissed with costs.
