Ratio Decidendi

The court found that while the 15-year imprisonment was lawful and not excessive given the seriousness of the offence, the fine imposed by the trial court was below the statutory minimum, and the default sentence exceeded the legal maximum. The correct fine should have been three times the market value of the narcotic drugs, and the default sentence should not exceed 12 months. The court therefore substituted the fine and default sentence accordingly, but otherwise upheld the custodial sentence, finding no misdirection or failure to consider relevant factors by the trial magistrate.
