The intention of Order III Rule 9A is to protect the outgoing advocate's right to notice and fees, not to restrict the client's freedom to change representation. Disputes regarding the validity of a power of attorney are not relevant to the determination of an application for change of advocate and should be resolved in separate proceedings.
