The Employment and Labour Relations Court lacks jurisdiction under the Work Injury Benefits Act to adopt and enforce awards made by the Director of Occupational Safety and Health where no appeal or objection has been filed. The Act does not provide for such enforcement by the court, and any previous decisions to the contrary constitute judicial innovation not grounded in statutory authority. Furthermore, joining an insurance company as a respondent for enforcement purposes, when it was not a party to the original proceedings, violates principles of natural justice and due process.
