Section 49 of the Act mandates that all complaints and disputes be referred to the Board and, if necessary, to an arbitration panel before being brought to court. The existence of a Board is preserved by transitional provisions, and the plaintiff had an effective alternative remedy. The court's jurisdiction is therefore ousted by statute, and the suit must be struck out for want of jurisdiction.
