The court reaffirmed that, except in rare and exceptional circumstances, the length of delay and the adequacy of the reasons for delay are the primary considerations in applications for extension of time under rule 4. The arguability of the intended appeal is only a possible consideration and cannot generally override inordinate and unexplained delay.
