Under common law and trade practice, a party deprived of the use of its money due to another's delay is entitled to compensation by way of simple interest, even in the absence of a contractual provision. However, the plaintiff's unilateral application of commercial or compound interest rates was not justified, as only licensed financial institutions may charge such rates and the government does not trade with money.
