Ratio Decidendi

The court held that the applicant, as a proposed interested party, sought to introduce new issues for determination after judgment had already been rendered, which is impermissible. The right to seek interpretation of a judgment is reserved for principal parties to the suit, not for third parties or strangers. The applicant failed to explain the inordinate delay of seven years in seeking joinder and did not pursue an independent suit. The doctrine of functus officio precludes the court from revisiting or interpreting its judgment at the instance of a non-principal party. Accordingly, the court lacked jurisdiction to entertain the application, and the application was dismissed with costs.
