The court held that, following constitutional changes, the Inspector General of Police is the appropriate officer to be served with the court order in place of the former Commissioner of Police. Service on Cabinet Secretaries for Lands and Internal Security is justified for purposes of political accountability and to facilitate compliance, but does not render them liable for contempt unless they are parties to the order. Service on the President is not warranted due to constitutional immunity and because Cabinet Secretaries, as chief executives of their ministries, are sufficient to ensure compliance.
