The court found that the Commission on Administrative Justice acted with procedural impropriety and illegality by investigating and publishing adverse findings against the applicant while the subject matter was pending before a court, in violation of section 30(c) of the Commission on Administrative Justice Act. The Commission failed to afford the applicant a fair hearing as required by Article 47 of the Constitution and sections 36 and 39 of the Act, since the notice to the applicant was issued after findings and recommendations had already been made, rendering the process unfair and unprocedural.
