The applicant, as landlord, has demonstrated sufficient interest to bring judicial review proceedings because the continued licensing of CPC Freight Services Ltd on its property, after termination of the lease, indirectly prejudices its commercial interests. However, the Commissioner of Customs Services retains statutory discretion to revoke or maintain such licences and is not legally bound to act solely on the landlord's request.
