As such, it is incapable of being stayed. Even if the merits were considered, the taxes demanded were admitted and constituted Excise and VAT collected by the applicant but not remitted. The applicant failed to demonstrate substantial loss warranting a stay, as the nature of the taxes militated against such loss.
