The rules of natural justice and Order 53 of the Civil Procedure Rules require that all persons directly affected be served and heard. The consent judgment of 25th August, 2010 was entered without jurisdiction, as a Deputy Registrar cannot grant judicial review orders of certiorari or mandamus; such orders are within the exclusive purview of a judge.
