The District Land Registrar, Kajiado, acted ultra vires by purporting to revoke the applicants' titles through Gazette Notice No. 15581, as he lacked statutory authority under the Registered Land Act to do so. The power to cancel or rectify titles is vested exclusively in the court under section 143 of the Act, and only in limited circumstances such as fraud or mistake, none of which were alleged or proven against the applicants. Furthermore, the applicants were not afforded an opportunity to be heard before the adverse decision was made, violating the rules of natural justice and constitutional protections of property rights.
