The High Court lacks jurisdiction to set aside or review final orders of mandamus issued in judicial review proceedings; such orders are final and only subject to appeal to the Court of Appeal under section 8(5) of the Law Reform Act. The issuance of warrants of arrest against the respondents without prior institution of contempt proceedings was erroneous, as the proper procedure requires first obtaining an order of mandamus, serving it, and only upon proven disobedience, instituting contempt proceedings for committal.
