Service on the County Secretary was not fatal because the Chief Officer Finance swore the replying affidavit and confirmed awareness of the decree. Budgetary limitations and delayed national funding could not defeat the statutory duty under section 21 of the Government Proceedings Act. Mandamus therefore issued to compel payment of the decretal sum with lawful interest and costs.
