The evidence showed that the applicant was interviewed, qualified, and was recommended for appointment by the Provincial Commissioner. However, the District Commissioner arbitrarily appointed the interested party without conducting a further interview or providing reasons for the change, and failed to inform the applicant of the reasons for not following the Provincial Commissioner.s recommendation.
