The applicant was not given an opportunity to respond to the allegations of double registration or to clarify conflicting information on the IEBC portal regarding his identity. The Committee's reliance on unverified and conflicting portal data, without seeking clarification from the applicant, constituted a breach of the principles of natural justice and procedural fairness.
