Since the County Government of Busia, as successor to the Busia Municipal Council, inherited its liabilities, and given that attachment of government property or arrest of its officers is not tenable, the applicant was entitled to seek a writ of mandamus. The only opposition raised was the absence of the certificate of costs, which was resolved by its production. The court therefore granted leave to the applicant to file for a writ of mandamus to compel payment of the decretal sum, costs, and interest.
