Two members were from a different district and the third was not gazetted at all. Additionally, the ex-parte Applicant was not properly served with the claim as required by Section 3(4) of the Act and Order 5 of the Civil Procedure Rules, as service was purportedly effected by a village elder, who is not recognized as a process server, and no affidavit of service was filed.
