Ratio Decidendi

The court found that the application for certiorari was filed more than a year after the six-month statutory limitation period had expired, rendering the proceedings fatally defective and time-barred. The court also determined that the applicant had complied with the procedural requirement of filing a verifying affidavit and statutory statement, contrary to the interested parties' assertion. However, due to the inordinate delay in filing the application, the court held that it had no jurisdiction to grant the orders sought. The application was therefore struck out for being statute-barred, and no basis was found for granting either certiorari or mandamus.
