The statutory definitions and operative provisions of the Act, when read as a whole, make clear that disciplinary proceedings are directed at individuals, and any attempt to extend such jurisdiction to institutions or their administrators is ultra vires. Subsidiary legislation, such as the Medical Practitioners and Dentists (Private Medical Institutions) Rules, 2000, cannot expand the Board's disciplinary powers beyond what is provided in the parent Act.
