Since the government had not satisfied the decree or communicated any intention to do so, and as execution against the government is not permitted by law, the only available remedy for the applicant was an order of mandamus. The court was satisfied that the facts were undisputed, the statutory requirements had been met, and the applicant was entitled to the relief sought.
