The High Court lacks jurisdiction to entertain the applicant's judicial review motion because the applicant failed to exhaust the internal dispute resolution mechanisms provided under Section 40 of the Political Parties Act and Section 9(2) of the Fair Administrative Actions Act. The dispute between the 3rd Respondent and the Registrar of Political Parties should have been appealed to the Political Parties Disputes Tribunal as the first port of call. The applicant did not demonstrate any exceptional circumstances to justify bypassing these statutory procedures.
