The court held that the Registrar of Titles and Commissioner of Lands acted outside their jurisdiction and in breach of the rules of natural justice by purporting to revoke the Applicants' registered land titles through administrative letters without affording the Applicants an opportunity to be heard. The court found that under Section 23(1) of the Registration of Titles Act, a registered proprietor's title is only liable to challenge on grounds of fraud or misrepresentation to which the proprietor is a party, and such challenge must be subjected to due process before a court of law.
