The court held that once the Senior Resident Magistrate adopted the Land Disputes Tribunal's award and issued a decree, the Magistrate became functus officio and had no jurisdiction to set aside the award or the decree. The Land Disputes Tribunals Act (repealed) provided a specific appellate procedure for aggrieved parties, namely, an appeal to the Appeals Committee within thirty days. The Interested Parties did not pursue this statutory remedy. The Magistrate's subsequent decision to set aside the award and decree, two years after adoption, was ultra vires, a manifest error of law, and contrary to the principles of natural justice.
