The High Court, having dismissed the substantive judicial review application, became functus officio and lacked jurisdiction to entertain further applications in the same cause, including applications for stay of execution or release of funds relating to the lower court's orders. The proper avenue for challenging the warrants of arrest and seeking stay was by way of appeal or judicial review in accordance with the Civil Procedure Act and Rules. However, the application for extension of time to file a notice of appeal was properly before the court and, considering the 41-day delay was not inordinate and the interests of justice, the court exercised its discretion to grant the extension....
