The court held that the Transport Licensing Appeals Board, as a statutory tribunal, is limited to the jurisdiction expressly conferred by the National Transport and Safety Authority Act and the Constitution. The Board exceeded its jurisdiction by issuing declarations of constitutional rights violations and granting judicial review remedies of certiorari and mandamus, powers reserved exclusively for the High Court under Articles 22, 23, and 165 of the Constitution.
