The Work Injury Benefits Act vests initial jurisdiction in the Director of Work Injury Benefits, with the Employment & Labour Relations Court exercising only appellate jurisdiction over decisions made by the Director. The Claimant failed to follow the statutory procedure by not first presenting his grievance to the Director as required.
