The doctrine of functus officio, as articulated in both local and foreign jurisprudence, prevents a court from reopening or transferring a matter after final judgment except for limited exceptions not applicable here. The Plaintiff's application for transfer was therefore untenable, as the High Court had no further jurisdiction over the matter except for review or execution proceedings, neither of which were sought. The preliminary objection was upheld and the Plaintiff's motion dismissed with costs to the Defendant.
