The Environment and Land Court lacks jurisdiction to extend the time for filing a notice of appeal against its own decision because the time limit for filing such notice is set by the Court of Appeal Rules, not by the Civil Procedure Act or Rules. The power to enlarge time for filing a notice of appeal is vested exclusively in the Court of Appeal by Rule 4 of the Court of Appeal Rules. Section 7 of the Appellate Jurisdiction Act only applies where leave to appeal is required, and even then, the extension of time for filing a notice of appeal must be sought from the Court of Appeal.
