The National Land Commission did not demonstrate the existence of a transparent, published criteria for determining public purpose or public interest, nor did it ensure meaningful public participation. The State did not exhaust reasonable alternatives before resorting to compulsory acquisition, and the necessity of the project was not established to outweigh the disruption to affected landowners, many of whom had ancestral ties to the land.
