The Tribunal found that the tenant vacated the suit premises before ventilating its case, effectively collapsing the suit and ousting the Tribunal's jurisdiction. The allegations of disobedience of court orders by the landlord were raised only in submissions and not supported by evidence. The Tribunal held that submissions cannot introduce evidence and there was no proof of the landlord's disobedience. Since the tenant initiated the proceedings and then withdrew by vacating the premises, the respondents were deemed the successful parties.
