The High Court lacks jurisdiction to grant orders of mandamus to enforce a decree issued by the Environment and Land Court (ELC), as the ELC is a superior court of record with exclusive jurisdiction over environment and land matters, including enforcement of its own decrees and orders. The applicant, having obtained a decree and certificate of taxation from the ELC, should have sought enforcement and any prerogative orders such as mandamus from the ELC itself, not the High Court. The leave granted by the High Court to apply for judicial review was made per incuriam, as it was issued in ignorance of the relevant statutory provisions conferring exclusive jurisdiction on the ELC....
