Any grievances regarding the declared results must be addressed through an election petition before the Election Court, not by administrative action of the electoral body. The Court affirmed that the doctrine of stare decisis, as enshrined in Article 163(7) of the Constitution, required the Court of Appeal to apply the Joho decision, which established the finality of Form 38.
