At the time of interdiction, disciplinary control over seconded officers was vested in the Public Service Commission, not the acting county secretary. The County Public Service Board, which would have had such authority, was not yet constituted. The court further held that the 2nd respondent, being an integral part of the 1st respondent and in existence at the time of the suit, could not disclaim liability.
