The Defendant was guilty of inordinate and inexcusable delay in processing the Claimant’s academic grades, which was of its own making, without valid explanation, and this delay was unconstitutional, unreasonable, procedurally improper, and unlawful. The Claimant is entitled to an order compelling the Defendant to process his grades within 90 days, using the criteria in place at the time of his enrollment and completion.
