Admission of guilt at appellate stage does not constitute a mitigating factor. Testimonial evidence from victims or relatives is valid if credible. Contracts with unconscionable terms may be voided with restitution plus 18% interest. Tax exemption for transport services requires regulatory approval beyond business registration.
